LSPD Releases Bodycam of Canine Shooting

Bodycam footage was released to dispel falsities spreading on social media.

Case #2507-00149:  A press release was published by the Lone Star Police Department yesterday, July 17th, 2025, regarding an officer involved shooting incident where an aggressive canine was struck by a single bullet on July 16th, 2025.  In an effort to maintain transparency and to quell the falsities being spread on social media from people who were there, and others who weren't, the LSPD is releasing the limited bodycam footage from the incident.

The bodycam footage released to the public is the entirety of the interaction at the dog owner's residence.  The views shown are from the cameras of Lone Star Police Chief E. Hastings and Officer A. Flores.  They are only changed to give perspective of the overall scene, but are played synchronously.  No part of the interaction was edited out.

Before the start of the video, Chief Hastings and Officer Flores met with the person who reported children were being attacked by the dogs.  The person stated the kids were and running to get away from the dogs that were chasing them.

Chief Hastings and Officer Flores, then, went to the residence of the children.  They first spoke with the mother, then the children.  The children stated they were chased by the dogs, but were not bitten.

As Chief Hastings and Officer Flores approached the residence, the video starts.  Chief Hastings knocked on the door and observed a "BEWARE OF DOG" sign hanging on the wall to the right of the front door, as can be seen on the bodycam footage.

Before the shooting, Officer Flores was describing the aggressive dog (not the white pitbull, but the "Australian...")

The dog's owner, ECHELLE DLANE GUERRA aka CHELLEY MORRIS, was ordered by the Chief to come to the Lone Star Police Department after she returned from the veterinarian.  She stated on the video that she would.  As of publishing this press release, she has failed to do so.  She also stated she had video proof the allegations towards her dogs were false, but has yet to produce the video to the Lone Star Police Department or publish it online.

Looking into the matter further, the dog's owner has an outstanding warrant for her arrest in the Lone Star Municipal Court dated May 27, 2022 for DOG AT LARGE.  Employees in the Public Works department have complained of the dog being aggressive towards them in the past while trying to do work in the area.

"I've watched the video, and people in the community come up to me with the social media posts and screenshots," said Lone Star Police Detective Jerry Goodson.  "People in the community are understandably upset.  They're upset that a dog was shot, and they're upset based on the falsehoods posted on social media.  However, what some folks who weren't even there, along with the dog owner, are saying that happened is quite different than what really happened.  My chief wasn't doing all of the yelling until after he had to shoot a dog that was mid-air in an apparent and eminent attack.  He's the Chief of Police, but he's a human being, also.  You can see and hear in the bodycam videos how upset he was after he had to shoot the dog."

This is the third time since Chief Hastings was appointed as the Lone Star Chief of Police an aggressive dog had to be shot by a Lone Star officer.  This incident will undergo an internal review to ensure all actions taken were in compliance with training and department policy.
